Owens walked into the Long Beach Police Department three days after the January hit-and-run that claimed two lives on Atlantic Avenue and East 6th Street. She was booked on a felony vehicular manslaughter warrant tied to the October collision and held on $200,000 bail.
October Crash
Detectives say Owens was the driver who struck 35-year-old Raul Augustin Gallopa as the Long Beach resident rode his bicycle near East 4th Street and Bonito Avenue. Officers found Gallopa unconscious at the scene. He died at a hospital from his injuries.
January Hit-and-Run
The second crash unfolded in the early hours of Jan. 4. A man and a woman inside one vehicle were killed. Three people in other cars were hurt. The driver fled before officers arrived.
Forensic Breakthrough
Long Beach PD credits forensic evidence and surveillance video for linking both fatal crashes to Owens. Detectives presented the October case to the Los Angeles County District Attorney’s Office.
Rising Death Toll
Long Beach ended 2025 with 54 traffic deaths-one of the deadliest years on record for drivers and pedestrians. The January fatalities push the 2026 total higher only days into the new year.
